Najeeb Jung



Shri Najeeb Jung was born on 18th January, 1951 in Delhi. He did his schooling from St. Columba’s School, Delhi and graduation from St. Stephen’s College, University of Delhi. He did his M.A. in History from University of Delhi and an M.Sc. in Social Policy and Planning in Developing Countries from the London School of Economics, U.K.

He joined the Indian Administrative Services (IAS) in 1973, Madhya Pradesh Cadre.  He served in Madhya Pradesh in various capacities which include Collector and District Magistrate, M.D. of the M.P. Oil Seeds Cooperative Development and the M.P. Finance Corporation.  He served as Private Secretary to Shri Madhavrao Scindia, Minister for Railways and was Director, Department of Steel, Government of India and Joint Secretary, Ministry of Petroleum and Natural Gas, Government of India.

Shri Jung has worked as Senior Advisor and Principal Energy Specialist from 1995 to 1999 at the Asian Development Bank. He has been a Senior Visiting Fellow at the Oxford Institute for Energy Studies, Oxford University (1999 to 2002).  He returned to Asian Development Bank (2002-05) and was responsible for Restructuring the Ministry of Petroleum and Natural Resources in Afghanistan. He rehabilitated and redeveloped the gas production system as well as the natural gas distribution system and introduced modern marketing for the sale of oil products.

Shri Jung returned to the Oxford Institute for Energy Studies in 2005. He has advised international oil and gas companies on future development and published two books on the development of the natural gas industry.

Shri Jung returned to India in 2008 and was appointed the Vice-Chancellor of Jamia Millia Islamia in 2009. A prolific writer and regular columnist in national and international newspapers, he has published a book in Urdu, titled Fikr-o-Aagahi and another one in English, titled Sting of a Bee.

His most recent book is The Political Economy of Energy and Growth, published by Oxford University Press, which deals with energy issues in India and South Asia. Shri Najeeb Jung’s forthcoming work is on the politics of the Afghan-Pakistan region.

Shri Jung has been Chairman/Member of several Committees constituted by Government of India. He has been conferred the ‘Doctor of Letters’ (Honoris Causa) by Jamia Millia Islamia in 2013.

Shri Najeeb Jung took over as the 20th Lt. Governor, Government of N.C.T. of Delhi, on July 9th 2013.



Very impressive resume. Najeeb Jung is the best; well educated; well qualified; have been outside of India; wide range of experiences. The best man for the most challenging job. Right person at the right time in right place.

It is like, banana fruit slips into a glass of milk.

Let Najeeb Jung rule the Delhi Darbar.

Everything is going as per the Constitution of India. Nothing is unconstitutional. This is the best, people of Delhi could enjoy at this point of time.

It is not a BJP government in Delhi.
It is not a Congress government in Delhi.
It is not an AAP government in Delhi.

It is people government in Delhi. It is for the people; of the people; by the people.

The Judicial Branch cannot force the Governor to dissolve the assembly immediately.
So, nothing is going to happen in five weeks.

People need working government; as long as they see a government working, people will not support any chaotic agitation.

Congress has no choice; they just sit and watch the happenings in Delhi.

BJP is interested in forming a government in Delhi; but not Narendra Modi.
Narendra Modi is happy with the current functioning government.

AAP is desperate; but nothing is going to work in their favor.
They have too much hope on Supreme Court; but in this case, Supreme Court may make strong comments; but cannot give any judgement.

Arvind Kejriwal tried hunger strike for a few years and then said, it is of no use.
Likewise, Arvind Kejriwal just following the footsteps of Congress and BJP.
Arvind Kejriwal could make progress; but cannot transform the politics in India.

You need innovation in politics.
Instead of challenging Congress and BJP; challenge the Constitution.

The current Delhi Model is nothing new; it was the Gujarat Model.
In Gujarat Model, there were no Legislative; no Judicial.
It was all Executive; an Effective Executive.
That is what going on in Delhi now.

When people see the Delhi Model working; all over India would prefer to it.

So, Delhi Model is a government without any political party.

People would not oppose this model; in fact, they would welcome it.
The Governor is not a British from London.
The Governor is also a citizen of India.

So, the current Delhi Model is not good for BJP.

So, in the current Constitution, MLAs are king; but they don't realize their power.
So, convene the state Assembly and pass a resolution against the Governor.
Perhaps the state Assembly may impeach the Governor.

Who has the authority to dissolve the state assembly.
Certainly the Supreme Court could not dissolve.
Perhaps the MLAs could pass a resolution to dissolve the assembly and announce the election.

Challenge the rights and power of MLA.
Go and read the Constitution of India.
